Webtix update 5-9-23

- A new webtix update has been published as of 4:45p CDT to all servers. This is a minor update with the following changes:
Various cosmetic/feature updates surrounding changes done by Bluegate. The majority of these changes have to do with analytics tracking.
- Update to seat release logic to ensure that only seats with no pending or final sales data can be released. There have been random intermittent problems with seats being released that never should have been in the first place. This adds a final check to ensure that the seat actually can be released before just doing so.
